关于中国与西方合作
尽管中国在非洲获取外交支持和资源开发的战略利益通常与美国的利益相互冲突,但两国利益在某些方面也存在一致性。例如罗伯特·萨特指出,“中国与美国竞争市场和石油供应以及影响力,这些都导致中国与美国的政策相矛盾”,但是“中国的某些战略利益,如石油供应的海上运输线、市场准入和打击伊斯兰原教旨主义的出口,这些都与美国的利益相一致”[87]。德鲁·汤普森则认为,中国在非洲的利益对于美国和国际社会而言是一个机会。中国与大多数非洲国家维持着友好关系,尤其是那些美国与之仅有有限联系或外交影响的国家,例如利比亚和苏丹。如果布什总统寻求处理美国全球范围的国家安全利益,促进非洲的社会、政治和经济发展,中国将是这一行动的强大联盟[88]。
美国著名智库CSIS号召在非洲问题上建立中美对话机制,改变之前应对中国介入非洲的思路,寻求可能的合作领域。但是在多明戈斯·穆卡利亚看来,考虑到中美战略利益的抵触性质,这一提议也许难以实现[89]。
