In recent decades,the chorus of voices calling for third-front industrial heritage's conservation and utilization drew government's attention.Relevant departments of the State Council issued a series of documents as guidance policy for local governments.In 2017 and 2018,the Ministry of Industry and Information Technology of the People's Republic of China put 53 items in two lists of national industrial heritage,including some third-front industrial heritage items such as the hometown of atomic and hydrogen bombs in Zitong County of Mianyang in Sichuan,Liujiaxia Hydropower Station in Gansu and Liyang Aero Engines Corporation in Guizhou.In response to the CPPCC(Chinese People's Political Consultative Conference,a political legislative advisory body in the People's Republic of China)member Jiang Gangjie's Proposal of Enhancing Third-front Industrial Heritage's Conservation,State Administration of Cultural Heritage expressed that they would actively engage relevant departments in advancing third-front industrial heritage conservation and coordinating local governments to take effective measures.[3]In July 2018,Organization Department and Publicity Department of the CPC Central Committee(Communist Party of China)issued the Announcement about Initiating a Campaign to Promote Patriotism among Intellectuals,in which it notes that President Xi Jinping pays high tribute to the older generation for their attachment to the homeland and the spirit of self-devotion.Organization and publicity departments of governments at all levels must conserve and utilize sites of third-front construction,“two bombs and one satellite”and other momentous projects,exploit educational resources about historic culture and revolutionary tradition and apply them as a carrier for research training,spot teaching and experiental learning.
The CPC and the government have issued a series of policies and decrees in recent years which have indicated a clear direction of third-front industrial heritage conservation and utilization,as well as involved local governments,enterprises and society in conserving,developing and utilizing it.
