3.2.1 Poor Condition

The location of many heritage sites is far away from downtown Chongqing with poor supporting infrastructures.Many heritage sites were built in mountains and were scattered in rugged terrain,some with risks of geological disasters.

The Third-front Construction enterprises and institutions have been adjusted and moved out for many years.Their ownerships were changed many times and many of the evidence files have been lost.So,it is extremely difficult to confirm the ownership at this moment.In addition,some factories,offices,living rooms and surrounding lands have been vacant and uncontrolled for many years.

3.2.3 High Cost and Lack of Motivation

After the adjustment and moving out,the local towns declined and the urbanization level reversed.Both the local government and enterprises lack motivation in the protection and utilization of the heritage sites as it is difficult to balance input and output for general protection and utilization projects.Besides,the high cost risk is also a problem to attract social capital.
