3.2 Adjusting Policies to Solve Financial Problems
The reason why there are so many third-front industrial heritages remaining idle without preservation and development for years is the lack of understanding and funds.According to the principle of disposing state-owned assets on the original sites after third-front enterprises'relocation,which were set by the Planning Office of the State Council in 1992,the assets can only be transferred to state-owned units and the units should try to pay in a lump sum.At that time,due to some historical reasons,such a regulation failed to stimulate local enthusiasm to preserve and develop the third-front heritage.The western region has a bad economic basis and is the poorest region within China.Most of the local people have not solved the problem of food and clothing yet.Governments of counties,towns and villages and organizations of collective economy are unable to make huge investments in the assets left by state-owned enterprises,let alone fully utilize the third-front industrial heritage to serve the economic development.After 2004,although some property rights were transferred to the State-owned Assets Supervision and Administration Commission of the State Council(SASAC)of the province and the municipality directly under the Central Government,the issue of property rights and easement has always interfered with the preservation and utilization of the third-front industrial(https://www.daowen.com)
heritage.At present,the enthusiasm for developing third-front industrial heritage has been greatly improved.In some places,the right to utilize the third-front enterprises has been delegated to the lowest level of the township while in some places the property rights have been sold to private enterprises.Some large-scale,powerful private real estate or gardening construction enterprises are involved in the development and utilization of third-front industrial heritage.However,some private enterprises are so fastidious that they mainly concentrate on large third-front sites with convenient transportation and good basic conditions and they don't pay attention to those in the deep mountain.Another problem in the preservation and utilization of third-front industrial heritage is the shortage of funds.If the government adjusts its policy and handles the issues of property rights and use rights reasonably and flexibly,it can encourage local state-owned enterprises,private enterprises and all kinds of social forces to get involved and develop more new sources of funds.The model of public-private partnership(PPP)and system atic design of value chain of conserving,utilizing,developing and valueadding of third-front industrial heritage would be discussed.
