4.1 Qijiang Park in Zhongshan:Government-funded Construction

Qijiang Park in Zhongshan City is a typical case of industrial heritage protection funded by the government. As a government department, the Planning Bureau of Zhongshan City,Guangdong Province, renovated and remoulded the site of the famous Yuezhong Shipyard in Zhongshan City in 2011.The shipyard is a symbol of Zhongshan's industrial development. It began in the early 1950s and witnessed the industrialization process of People's Republic of China.[21]The renovation of the industrial heritage is funded by the government in full, and the original site will be transformed into a landscape park which integrates industrial heritage protection, leisure and recreation and ecological garden.Zhongshan Municipal Government and Zhongshan City Planning Bureau have made a detailed planning of the park, and combined with the surrounding environment, the transformation of the industrial heritage has been successful. In the economic aspect, the park has become a favorable guarantee for raising the surrounding land price and housing price. In the cultural aspect, the park bears the historical and cultural heritage of Zhongshan City, enriching its urban heritage and becoming a tourist attraction.(https://www.daowen.com)

Qijiang Park is now a comprehensive urban park.It retains to the greatest extent the landmark buildings of the original shipyard, such as docks, rails, gantry cranes, and records a complete industrial history. At the same time,it is also an ecological garden with beautiful scenery. With the active participation and protection of the government, the Qijiang Park Project has broken the boundaries between parks and museums and become a comprehensive urban development space to meet the needs of leisure, tourism, entertainment and historical and cultural protection. The case of industrial heritage renovation adopts the model of government's full investment, which has great financial pressure on the government, and generally applies to the protection of representative industrial heritage which has great impact on the local area, while the renovation projects funded by the government in full are often more suitable for public welfare projects with the nature of parks and museums.
