“抗战中国”与世界反法西斯盟国的媒体交往与宣传合作

内容提要:本文以抗日战争时期重庆阶段国民政府外交部、国民党中央宣传部国际宣传处的相关活动为考察对象,系统梳理了中国政府积极发展与盟国新闻界和政府宣传机构的紧密关系、创造条件展开对外宣传的史事,对抗战新闻史研究略作补白。本研究获得的启示是,借势用力的国际合作是有影响力的外宣方式,对外开放、搭桥铺路,通过更有公信力的他人喉舌表达和捍卫中国的立场、观点、利益和形象,是一种特别有效的宣传。中国在国际宣传方面的弱国地位提示我们:传播策略的改进是当前迫切的任务。

The Media Association and Information Collaboration of Counter-Japanese China with the Anti-Fascist Powers

Abstract:This paper of journalist history is to study the media association and information collaboration of Republic of China with the anti-fascist powers during its Chongqing period of counter-Japanese invasion.Focused on the activities of the Ministry of Foreign Affairs of the RC government and the Section of International Communication under Central Propaganda Department of Kuomintang,this research has sorted out the historical stories of PR government in its developing close relations with,and making conditions for,the media and the government of anti-fascist powers-the US,UK,and USSR,in order to conduct international communication across the world.The paper reveals that the collaboration is an influential approach of doing international communication.It is much more effective to spread and defend the stand of China,the interest,the image and the point of views of China by opening to the outside world,facilitating the spread of news reports and comments from more believed,more trusted“other”ways.Now that China has got a weaker voice around the world,this paper concludes,it is an imperative task for China to make up its general communication strategy.

中国是世界反法西斯战争的东方主战场。这一点,表现在新闻传播这一特殊实践领域,就是中国在世界反西斯同盟各国战时新闻宣传活动所构成的“全球传播”总图景中扮演了“东方主场”的角色,发挥了枢纽作用。对这一重要历史侧面,既往研究大多集中在国共两党对外国记者群体的争取和运用上,而对于与盟国媒体和中国官方宣传机构的交往合作则着墨不多。本文以重庆阶段的国民政府外交部、国民党中宣部国际宣传处的相关活动为考察对象,系统梳理中国有关机构主动积极地发展与盟国新闻界和政府宣传机构的紧密关系,为盟国媒体和官方宣传机构在远东开展活动创造条件等方面的史事,以期对抗战新闻史研究略作补白。
