国家传播体系与欧洲公共领域的兴起

内容提要：社会系统理论认为研究者应当将观察的对象视为一个可以独立运作的整体，而非各个部分的总和。在系统论视野下，传播可能且可以分化为一个独立的系统，并自我再制为国家传播体系。通过梳理一系列涉及欧洲媒介所有权、泛欧洲电视台成立、欧洲事务节目制作等议题的变化，可以观察到国家传播体系是如何实现自我再制，并进而塑造一个欧洲的公共领域的。

National Communication System and the Rise of European Public Sphere

Abstract:Social system theories believe that researchers should see their objective as a complete system which can work independently instead of a combination of units.In this perspective，communication can and may be able to differentiate into an independent system and to autopoiesis into a national communication system.In reviewing the changes of media ownership，pan-Europe television and production of European TV programs，the paper could help to observe how national communication system has realized its autopoiesis and how the European Public Sphere has been shaped.
