The outline of national planning of the medium-term and long-term educational reform and development proposed the duties and measures of institutional reform of educating a qualified workforce from three aspects，namely：a）renewing philosophies of the educating a qualified workforce；b）innovating models and patterns of educating a qualified workforce；c）reforming educational quality appraisal and talent evaluation system.
